Background:

General responsibility:

Under the supervision of the Food Security and Livelihood (FSL)

Manager, the FSL Officer is responsible of the good running of FSL

activities (agricultural support) at field level within his/her team

according to the FSL planning. The Project will increase autonomy and

resilience of vulnerable populations at the community level through cash

support. The project will target households (HHs) affected by the

conflict. In the course of undertaking his/her tasks, he/she shall work

with professionalism and honesty, and shall commit himself/herself to

TGH principles as well as humanitarian principles.



Duties and responsibilities:

1. Responsibilities and related tasks:

Support in the design, planning, implementation,

monitoring, follow up and reporting of FSL activities in area

of intervention with the support of the Food Security and

Livelihood (FSL) Manager, the Field Coordinator and the

FSL Deputy Project Manager.

1. Management and monitoring of FSL activities at base level

  • Participate in creation of monitoring tools for FSL

  • programming in target areas;

  • Develop the activity plan;

  • Develop and maintain effective feedback and response

  • mechanism and ensure that beneficiary complaints are well

  • documented and addressed and responded to in a timely

  • manner;

  • Support the development of beneficiary selection criteria

  • for vulnerable households and ensure the high quality of the

  • data collected during the assessment;

  • Support in the implementation of the Rapid Assessment;

  • Prepare and organize the cash distributions with support of

  • management team including recruitment of DWs as

  • needed;

  • In coordination with the MEAL team, prepare a Post

  • Distribution Monitoring Plan and ensure PDM

  • implementation;

  • Provide success stories, quality project photos and lesson

  • learnt.


1. Team Management

  • Organize and follow daily workers work and payments,

  • ensuring respect of TGH rules and procedures;

  • Directly manage the FSL technician;

  • Support the FSL manager in validating technically

  • administrative docs (daily worker, overtimes, etc);

  • Fill-in for the FSL manager in case of absence or vacancy;

  • Ensure proper documentation of project related

  • documents.


1. Coordination and relation with partners

  • Participate in TGH internal meetings;

  • Ensure the implementation of all signed agreement with all

  • stakeholders;

  • Attend coordination meetings with external partners,

  • localities and/or HAC at base level and share the outcome

  • of the meetings with management team;

  • Support the Food Security and Livelihood (FSL)

  • Manager in attending meeting with community leaders

  • (Sheikhs, Sheikhas) periodically to ensure that our

  • intervention is beneficiary-focused and is sustainable;

  • Liaise with local authorities and NGOs in the field to avoid

  • duplication and exclusion/inclusion errors and guarantee

  • the continuous cross check of beneficiary list, as well as

  • capture best practices and lessons learned from previous

  • interventions in targeted area.ÂÂÂÂ


1. Administration and logistics

  • Follow-up requests and deliveries of materials, services,

  • tools and equipment required for Food security activities, in

  • coordination with logistic team and ensure that all the

  • material/services needed is available at the base before the

  • start of the activity;

  • Coordinate with administration regarding cash requests

  • and expenditures;

  • Support in the vendor selection process with project

  • manager, field coordinator and logistics team;


1. Reporting

  • Completion of report detailing best practices and lessons

  • learned following activity implementation;

  • Ensure timely submission of implemented activities

  • reports, assessments, and weekly/monthly follow-up

  • reports to the project manager and ensure the accuracy

  • and timeliness of the reporting;

  • Participate to base general reports, as required;

  • Any other tasks as instructed by the line managers.


1. Personal and staff capacity building

  • Participate actively in the training courses recommended

  • by TGH, and share new skills and knowledge with his/ her

  • team or colleagues and TGH partners (MoA, FSL

  • committees, and any other ones);

  • Through supervision and training, enable TGH staff to take

  • on greater role in the performance of their tasks throughout

  • the programme;


1. PSEA & Safeguarding:

  • Contribute to ensuring that TGH staff and partners respect

  • the PSEA and Child Safeguarding guidelines.

  • Promptly and confidentially report any concerns about

  • violations of TGH PSEA and Child Safeguarding Policies to

  • the relevant focal points.


Any other tasks assigned by the line or the base manager based on TGH

project needs.


Minimum Qualification, Skills and Experience Required:

1. Required knowledge and skills

BSc in agricultureÂÂÂÂ

  • Minimum of 1 year practical experience managing food

  • security with INGOs;

  • Good interpersonal communication skill and ability to

  • effectively liaise with government, community leaders and

  • other stakeholders;

  • Proven ability to meet deadlines;

  • Excellent analytical and self-motivation skills; able to think

critically;

  • Strong computer skills (Excel, Word, Outlook);

  • Written and spoken Arabic and English (advanced level)

  • compulsory;

  • Flexibility and ability to supervise and support a small team;

  • Good communication and reporting skills.
